Tēnei tūranga – About the role
Reporting to the General Manager Tourism and Hospitality, the Programme Manager, ICC Men’s T20 World Cup 2028 will oversee and direct MBIE’s role as Crown lead agency for New Zealand’s involvement in this high-profile international sporting event.
This is a strategic leadership role, responsible for ensuring the Crown’s interests are well represented, government objectives are achieved, and New Zealand maximises the opportunity of hosting the tournament. The role will provide senior leadership across a complex cross-government programme, including oversight of governance, investment, risk, assurance, reporting and delivery arrangements.
The Programme Manager will work closely with Ministers, senior officials, government agencies, New Zealand Cricket, the International Cricket Council, host cities, venues and other delivery partners to support successful tournament delivery and identify opportunities to create wider leverage and legacy benefits for New Zealand. Leading the delivery of this programme, this role will work with partners to maximise the economic, tourism, trade, cultural, community and participation benefits arising from the tournament.
The Programme Manager will lead a small team and be expected to provide clear direction, manage priorities and resources effectively, and ensure high-quality advice and reporting to senior leaders, governance groups and Ministers.

Personal specifications
The ideal candidate will have:
- Demonstrated experience in leading complex work programmes and teams within the public sector.
- Strong relationship management and influencing skills, with a proven ability to work effectively with senior stakeholders across government and industry.
- Experience in programme, financial and contract management, including governance, risk and funding oversight.
- Excellent written and verbal communication skills, including the ability to provide strategic advice to senior leaders and Ministers.
- Demonstrated strategic thinking, analytical and problem-solving skills, with the ability to identify risks, opportunities and emerging issues.
- Strong organisational skills, with the ability to manage multiple priorities and deliver results in a complex environment.
- Demonstrated drive, resilience and accountability for delivering results in complex and ambiguous environments.
- Established relationships with stakeholders relevant to major events, sport, tourism or government would be advantageous.
Qualifications
- A degree in a relevant field (e.g. finance, commerce, marketing, law, event management) or equivalent work experience.

Critical areas of success
- Lead the Crown's involvement in the planning, delivery and oversight of the ICC Men's T20 World Cup 2028 programme, ensuring Crown interests are effectively represented and reflected in key decisions.
- Ensure Ministers, senior officials and governance groups have confidence the tournament is on track to deliver government objectives, with clear visibility of progress, risks and opportunities.
- Anticipate and remove barriers to delivery, maintain critical timeframes and intervene if delivery is off track.
- Maintain a strategic overview of the programme, providing leadership on emerging risks, end-to-end ownership of programme outcomes, issues and opportunities, and ensuring Crown investment is well governed.
- Lead relationships with New Zealand Cricket, the ICC, host cities, venue operators and government agencies, building effective collaboration and alignment across stakeholders.
- Lead and drive a cross-government leverage and legacy programme that maximises the tournament's economic, tourism, trade, cultural and community benefits, ensuring opportunities are identified, prioritised and delivered in partnership with government agencies and key stakeholders.
- Support New Zealand's reputation as a world-class host nation through successful tournament delivery and effective stakeholder engagement.
General management
- The Programme Manager is accountable for ensuring the Crown's investment in the ICC Men's T20 World Cup 2028 is effectively governed, managed, delivered and monitored to achieve agreed government outcomes.
- Managing the Crown's investment, contracts, funding agreements, programme expenditure and resources, ensuring compliance with financial obligations, performance requirements, approved budgets and delegations.
- Ensuring effective governance, assurance, monitoring and reporting frameworks are in place to support decision-making, Ministerial oversight and delivery of government outcomes.
- Aligning programme priorities with wider government objectives and MBIE's strategic direction.
- Identifying, managing and escalating risks and issues, and ensuring appropriate risk management and assurance processes are maintained across the programme and within MBIE.
- Contributing to the continuous improvement of programme management practices and processes.
