Business Registries (NZ Companies Office) is a sub-branch of the Market Integrity Branch of Te Whakatairanga Service Delivery Group, MBIE. Business Registries is the authoritative source of information about a variety of corporate entities, securities over personal property, and financial products. We are the guardians of New Zealand's core business information through the Companies and NZBN register and play a crucial role in building trust and confidence in our economy, helping to make New Zealand a place where doing business is easy, transparent and fair.

The Team Leader Investigations is a people leader role within Business Registries.  The Investigations Team is responsible for undertaking investigative and enforcement work primarily on behalf of the Registrar of Companies (Business Registries) and the Official Assignee of New Zealand (Insolvency and Trustee Service).

The Team Leader Investigations actively contributes to the overall compliance and enforcement strategy of both Business Registries and the Insolvency and Trustee Service, and work in partnership with their team and colleagues to achieve objectives.

The Team Leader Investigations brings their understanding, experience, technical knowledge and perspective to manage and lead the functions of the Investigations team. The role requires someone who possesses a detailed understanding of the various legislative systems the Investigations and Compliance Team operates within.

The Team Leader Investigations is responsible for ensuring quality and consistency of practices in relation to their team’s work. They bring strong interpersonal skills and the ability to work positively.

The Team Leader Investigations fosters and encourages an integrated, collaborative approach to the work undertaken in the Investigations space and envisages how the team’s work fits into the wider regulatory environment.  This is essential in ensuring the best possible outcomes for New Zealanders are achieved.

The Team Leader Investigations has leadership accountability of seven direct reports.  The role sits alongside Team Leader Compliance and reports to the Manager Investigations and Compliance.

Ngā herenga – Requirements of the role

Personal specifications

  • Experience in leading, planning and/or undertaking complex criminal investigations and prosecutions.
  • Demonstrated sound understanding of New Zealand legislation, particularly the Companies, Insolvency, Incorporated Societies, Privacy and Official Information Acts.
  • Familiarity with the offence provisions of the Retirement Villages, Insolvency Practitioners Regulation, Patents, Trademarks, Copyrights and Consumer Contracts Acts.
  • Sound knowledge of the legislation governing prosecution processes, e.g. Solicitor-General’s Enforcement Guidelines, Criminal Procedures Act, New Zealand Bill of Rights Act, Evidence Act.›    Demonstrated planning and organising skills, including ability to maintain performance when under pressure, critical assessment of workflows, and appropriate prioritising of work.
  • Excellent communication skills and ability to identify and manage risk.
  • Proven ability to make decisions with incomplete or uncertain facts.
  • Experience in developing and maintaining key networks with stakeholders.
  • Demonstrated ability developing and maintaining an environment focused on continuous improvement to enhance team performance and simplify work processes.
  • Experience in leading, coaching and mentoring others to achieve results and professional growth.
  • Demonstrated commitment to self-management and continuous improvement.
  • Strong action orientation and proven ability to drive results.
  • Demonstrated ability to develop and maintain positive working relationships at any level, including developing trust and credibility with managers and staff.

  • Tertiary qualification, preferably in law enforcement or related field, and/or proven relevant experience in criminal investigation and prosecution related work.

Operational leadership

  • Ensures prosecutions are undertaken in accordance with the Solicitor-General’s Enforcement guidelines and in a fiscally responsible manner.
  • Establishes clear expectations and performance standards, including internal quality assurance processes with direct reports.
  • Manages work allocation and workload, monitors individuals and team to ensure that performance targets are met.
  • Coaches, mentors and develops staff to meet the needs of the organisation now and in the future.

  • Anticipate and implement process and procedural improvements based on legal changes or precedence and any changes to best practice approaches to ensure team continue to operate effectively and align with statutory requirements and best practices.
