Business Registries (NZ Companies Office) is a sub-branch of the Market Integrity Branch of Te Whakatairanga Service Delivery Group, MBIE. Business Registries is the authoritative source of information about a variety of entities, securities over personal property, and financial products. We are the guardians of New Zealand's core business information through the Companies and NZBN register and play a crucial role in building trust and confidence in our economy, helping to make New Zealand a place where doing business is easy, transparent and fair.

The Senior Advisor Legal Services provides privacy advice and assessment against the Acts that Business Registries administers. A key part of the role is determining what is public and private information against the Act and the registers, to ensure that MBIE meets its obligations under the different acts, including providing assurance of corporate Privacy requirements.

It is responsible for ensuring the data held across Business Registries is well protected, used appropriately and made available internally and externally in accordance to well thought through processes and procedures.

The role is also responsible for completing privacy breach investigations, making improvement recommendations, working across Business Registries providing training and updating processes and procedures to ensure Business Registries as a function adhere to relevant data management legislation.

The Senior Advisor will undertake assessment of application requests from registrants who meet the requirements for name suppression where there is a valid court order under Domestic Violence Act.

Ngā herenga – Requirements of the role

Personal specifications

  • Relevant Tertiary qualification, or equivalent experience in applying Privacy Act principles in a complex operating environment and a registry ecosystem.
  • Experience working with registries of a range of data in a large organisation.
  • An ability to communicate effectively, verbally and in writing with a wide range of people at all levels, both internal and external to MBIE.
  • Experience in reviewing and implementing processes to enhance business improvement and service delivery.
  • An in depth understanding of the Privacy Act and other relevant legislation and how these apply to the data collected and maintained by Business Registries.
  • Experience in undertaking privacy breach investigations/reviews, recommend and implement improvements to prevent repeat breaches.
  • Strong background in audit frameworks and processes with a focus on working with the business to effectively implement responses to audit findings and/or privacy event findings.
  • Experience in completing and / or managing pre-audit, system and process assurance, or peer reviews and programmes or similar programmes.
  • A sound understanding of all elements of data risk management and assurance with particular experience in the frameworks and tools suited to effective data risk and assurance within high volume, high integrity environments.
  • Experience in developing and delivering effective training and facilitating workshops.
  • Experience in facilitating working groups to develop assurance and compliance improvement initiatives and solutions for use across a large team/group.
  • Strong organisational skills, with the ability to prioritise and work to deadlines.
  • Able to be self-motivated with little supervision required.
  • Strong and persuasive communications including written and oral presentation skills.
  • Experience developing implementation plans for new policies, process and systems.
  • Ability to assimilate and translate new information or changes that are legislative and/or ICT in nature.
  • A sound working knowledge of public sector processes.
  • Proven ability to build and maintain relationships with both internal and external stakeholders.
  • An in depth understanding of how businesses operate across Aotearoa, including their engagement with government agencies.
  • Positively influences internal and external stakeholders, and earns their respect, trust and confidence.
  • Must have the legal right to live and work in New Zealand.

Takohanga tuhinga o mua – Key accountabilities and deliverables

Key deliverables

  • Develop, document and manage operational team processes and procedures, to ensure the integrity of Business Registries data is maintained at all times.
  • Investigate or review any privacy breaches or near misses in accordance with MBIE and BR processes, analyse to understand the cause of the breach and make recommendations for improvements to our processes, and implement these as appropriate.
  • Develop training materials and deliver training and/or workshops to Business Registries employees as well as service centre staff in a timely manner to ensure everyone working with Business Registries are aware of their obligations when handling data.
  • Develop and deliver presentations to visiting international and national delegations and other stakeholders as required.
  • Act as an escalation point for more complex NZBN operational queries and tasks received through various channels.
  • Provide input and advice to project teams and other change processes to ensure data collected and maintained by Business Registries is appropriately considered and protected throughout change, updates and improvements.
  • Provide advice to relevant teams enabling the operational implementation and management activity across the product lifecycle of Business Registries applications.
  • Taking a growth mindset approach to Privacy, when championing the management of privacy within Business Registries, sharing knowledge and expertise to support the capability uplift across Business Registries.
  • Engage and co-ordinate relationships with and between the key areas within MBIE responsible for delivering aspects of data stewardship, privacy and the work programme.
  • Build trust and understanding of the data and privacy functions and objectives with key clients and stakeholders.
  • Manage data sharing agreements and MOUs.
  • Support the NZBN bulk data and data matching service.
