This paper sets out 41 possible solutions to address problems the review discussed in its first report. It was developed as part of the review’s second phase of work. The options contained in the paper were tested with the sector, and helped shaped the review’s final recommendations to Government. It contains early ideas to: strengthen the consumer voice; address energy hardship; increase retail competition; reinforce wholesale market competition; improve transmission and distribution; improve the regulatory system; and preparing for a low-carbon future.
