Tēnei tūranga – About the role

The Ministry of Business, Innovation and Employment (MBIE) is developing Industry Transformation Plans (ITPs), a programme of work for delivering the Industry Strategy and contribute to the vision in the Government’s Economic Plan of a more productive, sustainable and inclusive economy.

The Enabling Māori Framework (EMF) is a mechanism to support ‘By Māori, for Māori projects that align to the goals of He Kai Kei Aku Ringa and to the objectives and priorities of the ITPs. The EMF is a fund administered by Te Kupenga (the Māori Economic Development Unit of MBIE).

The Investment Coordinator (EMF) will provide specialist business support and process leadership for the coordination of the EMF funding processes and related contract administration for Te Kupenga. Working closely with the Investment Manager overseeing EMF this role will make a valuable contribution to maximise investment operations to meet New Zealand’s economic, social and environmental goals.

Personal specifications

To be successful in this role you will need:

  • A proven track record of experience in business processing support and ideally government grants management.
  • Experience working with financial management systems.
  • Experience in creating and monitoring contracts.
  • An eye for detail and a high level of accuracy.
  • The ability to quickly establish and build strong and positive relationships with people at all levels internally and externally.
  • Effectively communicate ideas and information both written and verbally, strong attention to detail, a can-do attitude, and the ability to work effectively in a fast-paced and highly collaborative environment.
  • Proven experience in developing systems and tracking processes including the creation and maintenance of work programme documents.
  • Actively promoting the value of recording and sharing information.
  • The ability to analyse problems to identify issues, options, strategies and solutions.
  • A strong understanding about machinery of government, Cabinet processes and policy procedures is desired but not essential.
  • An understanding of tikanga and Te Reo would be an asset.
  • Be a New Zealand citizen or hold a residence class visa.

Qualifications and Experience

  • School level qualification or higher.
  • 2-4 years administrative or grants funding experience and demonstrated client focused approach.

Takohanga tuhinga o mua – Key accountabilities and deliverables

In this role you will be working closely with the Investment Manager to oversee the implementation of investment processes for Te Kupenga. The Investment Coordinator will lead the following areas for EMF:

  • Support the engagement (in partnership with ITP leads) with relevant Māori bodies, businesses, and organisations to raise awareness and understanding of EMF.
  • Facilitate a call for proposals and the secondary point of communication for applicants.
  • Administering the receipt of proposals and running the assessment process.
  • Administering contracts for successful applicants and ongoing contract administration.
  • Monitoring and evaluation processes for contracts.
  • Receive milestone reporting for collating to internal reporting.
  • Log material for OIAs and external communications/media.
  • Demonstrate a strong understanding of MBIE purpose, priorities and values and apply this knowledge through your work.
  • Participates as an active team member and contributes knowledge and expertise needed to achieve MBIE’s outcomes.

Responsibilities of this position are expected to change over time as the Ministry responds to changing needs. The incumbent will need the flexibility to adapt and develop as the environment evolves. Key accountability or deliverable Indicators of success Delivery.

The Investment Coordinator will be required to deliver results in the following areas:

  • Participate in the planning and development of any new investment processes to ensure any new investment processes are able to be operationalised efficiently by Te Kupenga.
  • Work with Investment Managers to understand business requirements for configuration of the Ministry’s Investment Management System. Configure the system to ensure the funds application forms, scoring methodology and contracting frameworks are fit for purpose.
  • Manage workflow in the Investment Management System to ensure investment operations are run efficiently and data integrity is maintained.
  • Work with Investment Managers and/or Technical Writers to advise on content in external fund documents (e.g. Call for Proposals, application guidelines, application forms and portal user guidelines) to ensure portal and Investment Operations references are correct within the agreed business rules.
  • Lead the coordination of the selection stages of the investment process using project management principles;
    • Develop a detailed timeline in consultation with Investment Managers ensuring all tasks are captured and tracked as the process progresses o Coordinate fund enquiries and provide technical IMS support to applicants needing help submitting their applications of funding to MBIE.
    • Organise and provide logistical and secretarial support in assessment panel meetings to evaluate applications for funding.
    • Liaise with applicants to confirm details of new funding agreements and ensuring pre-contract conditions are satisfied with successful applicants before a contract is offered.
    • Work with Investment Managers and Legal to draft, peer review contracts and coordinate contract execution.
  • Provide contract administration services to;
    • Coordinate and process variations of contract.
    • Coordinate and support review processes ensuring logistics for review panels are organised and supported.
    • Managing processing of payments ensuring contractual and probity obligations are met before processing.
