Tēnei tūranga – About the role

The Advisor Planning and Performance delivers coordinated planning, reporting, and monitoring activities for the Planning, Risk & Assurance branch.   This role contributes to the operations of the Planning and Performance team, and specifically assists with planning and performance activities and processes.

This role has responsibility for the following key functions:

  • Assist with planning for the implementation of branch transformational strategies.
  • Develop policy, plans, and reports as required.
  • Assist with monitoring the performance of the branch.
  • Ensure quality and consistency of advice and practices in relation to their contribution to the team's work.

Ngā herenga – Requirements of the role

  • In depth knowledge and 2-3 years’ experience in business planning and performance management.
  • Experience in the development of business planning within a complex ICT environment.
  • Experience preparing management reporting and business writing.
  • Demonstrated expert knowledge of ICT best practice with the ability to advise on planning and performance.
  • Well-developed problem-solving skills.
  • Proven ability in making connections between various aspects of the organisation and the potential implications for their work.
  • Proven ability to develop trust and credibility with managers and staff.
  • Analysis and decision-making skills.
  • Good numerical skills, an understanding of statistics and advanced Microsoft skills in particular Excel.
  • Excellent communication skills to influence others when necessary to achieve the required outcome.
  • Strong relationship management skills.
  • Sound appreciation of corporate management disciplines and techniques.

Takohanga tuhinga o mua – Key accountabilities and deliverables

  • Has input into the development, implementation and maintenance of the frameworks related to the planning and performance functions within the branch.
  • Supports the Senior Advisor and Principal Advisor roles with the overall planning and coordination of the branch planning and reporting activities including business plans, key performance indicators (KPIs), and agree service levels with business groups.
  • Works collaboratively with the Planning and Performance team in the business planning, reporting and monitoring activities delivering integrated plans, strategies, policies, and standards to meet business needs.
  • Develops input into Statements of Intents, estimates, output plans, annual reports, Official Information Act (OIA) requests, Parliamentary Questions (PQs) and other external reporting requirements.
  • Works with the Principal Advisor Planning & Performance to embed frameworks into the daily practices of DDI.
  •  Contributes to projects that deliver branch input into central planning, policy, performance, reporting and continuous improvement processes.
  • Contributes to projects and process improvement as required.
  • Develops input for annual investment planning and branch budgeting activities.
  • Keeps updated at all times with relevant best practices and mentors and coaches junior staff.
  • Maintains the branch calendar of activities.
  • Researches answers to PQs, OIAs and executive management enquiries.
  • Analyses data and information uncovered by the above research.
  • Prepares briefs for managers attending stakeholder meetings and responds to stakeholder enquiries that creates cost and usage transparency as well as resolves customer specific problems.
  • Supports individual DCE direct report managers in their team’s planning, reporting and performance management activities.

Relationship Management

  • Participates as an active team member and contributes knowledge and expertise needed to achieve MBIE’s outcomes.
  • Develops effective working relationships with other MBIE managers and staff in order to transfer knowledge and learning from the team to the wider organisation.
  • Builds and maintains effective relationships and partnerships with internal and external stakeholders, as necessary, to identify and share best practice information and to promote the Ministry, its products and services.
  • Represents whole-of-Ministry views and protects its reputation in any external interactions.

Qualifications

  • Tertiary qualification in a business or technology related discipline or equivalent experience.

Other

  • Must have the legal right to live and work in New Zealand.
