Tēnei tūranga – About the role

The Senior Functional Analyst will assure the right technical outcomes and alignment with the product roadmap. The Senior Functional Analyst will focus on functional software requirements needed to ensure releases support the P&C products, and the product roadmap. Working with the Product Owners and other functional analyst, they will use their technical knowledge to identify the most effective way of implementing systems changes when required. The senior functional analyst will document all changes made and write any supporting documentation needed.

Personal specifications

  • Experience in an HR environment – preferred SAP SuccessFactors.
  • At least minimum 3 years of experience with HR/Payroll systems - Required.
  • Excellent understanding of application services and release updates.
  • Excellent understanding of business integration processes.
  • Good understanding of BCP and Disaster Recovery processes.
  • Excellent functional analysis knowledge and experience.
  • Excellent influencing and negotiating skills at all levels.
  • The capability to analyse large, complex issues and readily grasp and assimilate the ideas, analysis and advice produced by others.
  • Fosters an open, collaborative environment that encourages quality, innovation, ongoing learning and knowledge sharing.
  • Proactively identifies key relationships and possesses an ability to quickly establish and build strong working relationships.
  • Excellent communication skills with ability to present complex issues in a way that engages the audience.
  • Proven ability to develop trust and credibility with managers and staff.
  • Effectively and consistently identifies risk and issues.
  • Relevant tertiary qualification preferred and/or comparable experience working within a government environment.
  • Must be a NZ citizen or hold a residence class visa.

Responsibilities of this position are expected to change over time as the Ministry responds to changing needs. The incumbent will need the flexibility to adapt and develop as the environment evolves. This includes performing any other duties as required.

Functional Analysis

Delivery of high quality operational functional analyst services

  • Responsible for the functional design and preparing deliverables such as functional specifications, user guides, test scripts, etc.
  • Investigates, analyses, reviews and documents P&C product’s ensuring alignment with the P&C product roadmap.
  • Creates viable technical specifications and business acceptance criteria.
  • Takes the lead for functional analysis within the P&C products team guiding the other functional analyst in the team, ensuring the advice given and decisions made will have a measurable impact on the effectiveness of P&C products.
  • Ensures the contribution that new products can make to P&C’s strategic objectives, are validated and justify the business needs, taking into account the implications of change on P&C and all stakeholders.
  • Ensures full system testing has been undertaken before any modifications are put into production.
  • Guides P&C towards accepting change through new product change.
  • Involved in the Product Roadmap Strategy, ensuring potential new products are suitable for MBIE use.

  • Uses solid analysis techniques to effectively carry out work.
  • Seeks guidance where required and uses initiative to, highlight risks and coordinate work with others.
  • Contributes to meetings, including where matters are complex, sensitive, or require solutions.
  • Adherence to best practice change management principles.
  • Analyse interfaces and critical dependencies between products and recommending appropriate actions to the Product Owner.
  • Prioritises P&C needs for the development and implementation of changes because of new products with guidance from the Product Owners.

Communication & Relationship Management

Builds strong relationships with colleagues and managers within P&C and across MBIE

  • Build strong relationships with P&C managers and teams/managers across MBIE.
  • Participates as an active team member and contributes knowledge and expertise needed to achieve MBIE outcomes.
  • Collaborates with wider P&C branch to ensure relevant information is shared across teams.

  • Ensures own and others safety at all times.
  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
