Tēnei tūranga – About the role

The purpose of this role is to assume responsibility for site operations and security responsibility for a designated Managed Quarantine and Isolation (MIQ) hotel facility. This includes being responsible for reporting and escalation of issues to the Managed Isolation Facility Manager, through MBIE systems, which may occur as a result of day-to-day quarantine operations.

This role provides the flexibility for that assignment to be transferred to other facilities on occasion to assist with staff rostering levels.

The Operations Security Manager (OSMs) is the primary leadership role and point of contact outside normal business hours. In absence of a ‘Site MIQF Manager’ the OSM will hold this delegation, with responsibility for the facilities health, safety and security. The OSM would also take the lead in the management, escalation and reporting of any site incidents.

Personal specifications

  • A proven track record of experience and achievement in operations management in a complex environment.
  • Wide ranging knowledge of operating end-to-end security and enforcement systems.
  • Ability to effectively manage Protective Security risks.
  • Proven leadership skills including demonstrated ability to engage and motivate staff.
  • Ability to quickly establish and build strong working relationships.
  • A strategic thinker who is able to make the connections between various aspects of the operating environment.
  • Proven ability to develop trust and credibility with senior managers.
  • Proven experience in a customer focussed environment.
  • Sound appreciation of corporate management disciplines and techniques.
  • Understanding of Government decision-making and operating procedures.
  • Demonstrated experience in developing and maintaining an environment focused on continuous improvement to enhance organisational performance.
  • Tertiary Qualification in Business Management/Operational Management or Security Management would be desirable.

Prerequisites

  • As this role is required to work from our facilities, it is a requirement of this role that you will be vaccinated and take any additional boosters in accordance with the COVID-19 Public Health Response (Vaccinations) Order 2021 and/or as otherwise required by law and MBIE. You are also required to undergo COVID-19 regular testing and examination in accordance with the COVID-19 Public Health Response (Required Testing) Order 2020 and/or as otherwise required by law and MBIE and sharing the results of such tests and examinations with MBIE. Further information can be obtained from your People Leader, and can be found in the MIQ staff guide, which will be provided to you.
  • All employees are required to comply with MBIE’s vaccination policy which seeks to protect the wellbeing, health and safety of our people, their whānau and the community. You are required to hold a valid vaccination pass to be employed at MBIE.
  • Must have the legal right to live and work in New Zealand.

Critical areas of success

  • Contributes to and provides shift leadership to cover 24/7 rotating shift model.
  • Responsibility to act as the MIF Manager outside of normal business hours, ie evenings and weekends.
  • Deliver services to actively support and contribute to the achievement of the MBIE’s outcomes and that deliver to the needs of internal and external stakeholders.
  • Work proactively with MIF staff to implement practices that meet MBIE and MIQ’s defined policies and standards.
  • Promote a strong safety culture within MIQ including working with leaders across MIQ.
  • Operationalise practices to encourage deterrence, support quick detection, rapidly respond to security incidents and improve operations through recovering from these incidents.
  • Leads day to day operations of the MIQ facility through implementation of the Operations Framework and Standard Operating Procedures (SOPs), ensuring any handovers are completed, as required.
  • Management and leadership of any site incidents or investigations, as the delegate for the MIQF Manager.

The role has responsibility for running the operational service delivery of the MIQ services including:

  • Support MIF Managers to develop the capability of their teams to achieve business outcomes and implement change.
  • Lead employees involved in delivering operational and security services to ensure both are administered as effectively and efficiently as possible.
  • Ensure KPIs are met for operational and security services.
  • Ensure MIF workers on site are appropriately trained and inducted.
  • Ensure workers on site have and maintain the appropriate Personal Protective Equipment (PPE) and Specialist equipment to minimise risk exposure.
  • Ensure the effective operation of the MIQF Site Wellbeing, Health and Safety (WHS) Committee.
  • Work closely with Regional Leadership and Operational Policy on continual review of systems, processes and customer interfaces.

  • Regularly monitors and reports on progress towards achievement of plans and strategies.
  • Manages expenditure and resources in line with approved guidelines, budget, deadlines and reporting requirements, with a focus on driving cost effectiveness in the Ministry.
  • Builds continuous review and improvement throughout all security operations, in line with standard operating procedures.
  • Effectively and consistently identifies and manages risk.
