The Programme Manager is a pivotal position within the EDT Policy Projects team, using proven experience and skills in coordinating a cross cutting programme and bringing their business understanding and perspective to work in partnership with their manager, teams across MBIE and external stakeholders in driving forward the programme of Industry Transformation Plans across government.

In the EDT Policy Projects Team, we deliver best practice programme and project management for the Economic Development and Transitions branch to create a more productive, sustainable and inclusive economy. We work actively in partnership with stakeholders across government, industry (businesses and workers) and Iwi/Māori. We are part of the Economic Development and Transitions Branch, which is responsible for providing policy advice on issues relating to the growth and development of our firms, sectors and regions.

The Programme Manager role will be responsible for providing programme management for the set of Industry Transformation Plans being developed and implemented across government, to support the building of foundational partnerships between government and industry and enable transformation of key sectors of the New Zealand economy.

Industry Transformation Plans are a mechanism for government, industry, and Māori to work together to transform key sectors of the economy for the future. They are focused on transforming industries to lift aggregate productivity, transform sustainability, and improve the quality and value of work for our people. The Industry Transformation Plans bring together all relevant parties around an industry to agree a long-term vision for the industry and to identify the actions that can be taken by industry, government and others to realise this vision.

The Industry Transformation Plan programme involves the development and implementation of ITPs for eight industries. Each Plan includes a set of priority workstreams and a range of projects and is led by a project team from within the Industry Policy Team or across wider MBIE and other agencies. The ITPs take an ‘NZ Inc’ approach and draw expertise from across government and industry into the development and implementation of the Plans. The Programme Manager will support the successful delivery of the ITPs by providing excellent operational and strategic oversight and coordination across the programme.

Personal specifications

  • Strong programme management skills, a high level of knowledge of programme management disciplines and proven delivery in a public policy/regulatory environment.
  • Understanding of the public sector environment and its policy and regulatory processes, including Government decision- making and operating procedures.
  • Excellent communication skills and strong facilitation skills.
  • Experience working with diverse internal and external stakeholder groups to develop and implement solutions to meet business needs.
  • Ability to quickly establish and build strong working relationships and to develop trust and credibility with senior managers, staff and stakeholders across government, industry and Iwi/Māori.
  • Ability to think strategically and analytically, to make connections between aspects of the work programme and across stakeholders and to translate ideas and concepts into concrete actions.
  • Ability to challenge the status quo, introduce new ways of looking at problems and adopt creative new approaches. A proactive attitude with a high level of initiative, sound judgement and discretion.
  • Exceptional teamwork and collaborative abilities and a willingness to share knowledge and expertise with others.
  • Public sector experience preferred.

Qualification

  • A tertiary qualification or a professional qualification in a relevant field is desirable.

Programme management

  • Provides dynamic, robust oversight for a cross-agency work programme using innovative programme management and design approaches.
  • Ensures a consistently high level of commissioning, reporting and planning, including stakeholder management across the programme.
  • Builds and maintains effective working relationships and fosters engagement across government, industry and Iwi/Māori for programme success.
  • Works closely with ITP project leads across government to ensure consistent and high-quality information and reporting through constructive feedback and/or coaching/mentoring.
  • Creates and maintains the overarching ITP work programme, including maintaining programme timelines, identifying milestones, and monitoring deadlines.
  • Provides quality information and reporting on the progress of the programme and issues to the Manager EDT Policy Projects, and to the ITP Leads Group and the Industry Policy Ministers Group to ensure effective governance of the programme.
  • Is accountable for ensuring reporting and papers are of a consistent standard across the programme and for ensuring quality of secretariat support for programme oversight groups.
  • Provides programme management expertise to the overall delivery of the Industry Transformation Plan programme.
  • Is the point of escalation for Project / Workstream Leads where they cannot resolve issues, and recognises when those issues need to be elevated to the Manager EDT Policy Projects.

  • Is well organised, plans systematically, regularly monitors and reports on progress towards achievement of plans and strategies.
  • Leads multiple pieces of work concurrently and actively and independently plans and manages workload.
  • Takes a leadership role in cross-programme projects.

People leadership

  • Provides non-positional leadership that engages and motivates others to succeed and develop, and proactively shares knowledge and ideas.
  • Leads project teams and understands and utilises the capability of team members to deliver high quality programme and project.
  • Provides supervision, guidance, coaching and mentoring and on-the-job training to team members.
  • Contributes to the performance of the team through providing peer review and quality control.

Relationship management

  • Builds and maintains effective relationships and partnerships with MBIE managers and staff and external stakeholders in order to identify and share best practice information, deliver the programme outcomes, and promote collaborative solutions.
  • Participates as an active team member and contributes knowledge and expertise needed to achieve the outcomes of the Industry Policy team and the Industry Transformation Plan programme.
  • Enhances MBIE’s reputation and the reputation of the other agencies in any external interactions.
