Tēnei Tūranga – About the role

The Digital Data and Insights group leads, connects, and strengthens MBIE's core data and insights, digital and technology capabilities.

The Manager Incident Response is accountable for building and maintaining a flexible and fit for purpose framework and planning approach for a range of scenarios to manage response to and risk associated with unplanned technology incidents.  In the event of an incident, depending on the scale, the Manager Incident Response either takes the Lead role for Digital Data Insights group or supports the Lead.

The Manager Incident Response undertakes post incident reviews to ensure continuous improvement based on experience and learnings from previous incidents and to feed into systemic insights to prevent similar incidents in the future.  The review also involves the Cyber Security team where appropriate.

The Manager Incident Response works closely with MBIE General Manager Workplace who has responsibility for organisation wide business continuity planning, emergency preparedness and incident management.

Personal specifications

  • Expert knowledge of ICT environments, business practice and systems.
  • Proven experience in event management / incident response.
  • Ability to effectively direct and coordinate effort in a timely way under pressure with incomplete information.
  • Ability to negotiate with peers to align perspectives and promptly execute plans and actions.
  • Proven ability to successfully build the trust and engagement of senior leaders through personal advocacy, vision, drive and working collaboratively with colleagues.
  • Proven ability to proactively lead and build a sense of common purpose across Digital Data and Insights, actively looking for opportunities to build engagement and commitment within the group and across MBIE.
  • Proven ability to remain up to date on key technical changes and opportunities in their specialist area and proactively use this to continuously improve MBIE services. 
  • Wide ranging knowledge of Ministry’s needs and obligations across regulatory systems, economic and social drivers, and service delivery to business within complex information technology environment. 
  • Proven experience in successfully leading and embedding change including processes and team culture.
  • Extensive and proven leadership experience including engaging and motivating teams and individuals. 
  • Significant and successful experience in establishing and building strong working relationships; internal, cross-government, ministerial and advisory boards. 
  • A strategic thinker who is to make the connections between various aspects of the organisation and implications for their branch. 
  • Proven ability to develop and maintain the trust and credibility with senior leaders and stakeholders. 
  • Sound appreciation of corporate management disciplines, techniques and understanding of Government decision-making and operating procedures. 
  • Demonstrated experience in change management. 
  • Ability to design and implement effective operating models. 
  • Tertiary qualification in a relevant field or extensive comparable experience. 
  • Must have the legal right to live and work in New Zealand.

Critical areas of success

  • Keep abreast of existing and emerging risks.
  • Develop and maintain framework and planning approach for a range of scenarios to manage response to and risk associated with unplanned technology incidents.
  • Proactively engage across Digital Data Insights group to determine knowledge, skillsets and relationships required in different scenarios and identify where these exist.
  • Lead technology incident / event response or support relevant lead depending on scale and severity of the event.
  • Leverage data based intelligence and insights to prioritise operational responses and activities.
  • Ensure effective management of sensitive issues and related assessment activity.
  • Ensure close engagement with partner agencies during incident response.
  • Actively engage with similar roles across MBIE to contribute to MBIE’s overall approach to incident management.
  • Engage in a systematic and integrated way and share information with sectors that share strategic interests.
  • Ensure the application, integration and use of Te ao Māori and Te ao Māori practices in the work of the Branch and as such MBIE; tikanga, te reo and an appreciation of the Treaty of Waitangi, Te Tiriti and the Treaty Principles.
  • Represent the views and aspirations of MBIE in national forums.
  • Foster a customer-focused culture across the Branch.

Strategic leadership - applies sound strategic management practices

  • Provide leadership to ensure the development or sustainable organisational capability, and achievement of expected efficiency benefits and ongoing improvements in cost effectiveness.
  • Ensure that Digital Data & Insights works cohesively across the Ministry to shape strategy and deliver long term sustainable improvements to the organisation and the wider system that ensure MBIE is well placed to meet changing customer demands and government priorities.
  • Support and enable the delivery of priority business outcomes across all business groups.

  • Develop and implement strategies, work programmes and performance targets for Digital Operations, with supporting measurement, monitoring, and reporting mechanisms. 
  • Monitor and adjust work programmes through the agreed processes to enable Digital Operations to adapt to changing circumstances. 
  • Regularly monitor and report on progress towards achievement of plans and strategies. 
  • Manage expenditure and resources in line with approved guidelines, budget, deadlines, and reporting requirements, with a focus on driving cost effectiveness for the Ministry. 
  • Effectively and proactively identify and manage risks; build continuous review and improvement throughout all elements of Digital Operations.

People leadership - provide leadership that engages and motivates others to succeed and develop

  • Create a sense of vision, engages, and motivates people to participate and make things happen. 
  • Establish clear accountabilities, expectations and performance standards with direct reports and ensure regular performance and development conversations occur. 
  • Anticipate future capability needs across the team, identify gaps in capability and address these through targeted recruitment, development, or other actions. Identify and actively develop talent for key roles.
