The Manager Programme and Branch Services (Resource Markets) position is a leadership role responsible for the delivery of consistent, efficient and quality cross-branch programme management, governance, ministerial servicing, quality & risk management and administrative functions. Their programme of work ensures the smooth delivery and quality performance of the multiple policy and regulatory functional teams in the Resource Markets branch as a cohesive whole: so that the Ministry effectively and efficiently delivers its responsibilities under the Crown Minerals Act, offshore renewable energy regulation and wider resources activities.
This is a people and technical leadership role. The Manager is responsible for leading and lifting programme and project management capability, reporting, quality assurance and risk management across the Branch, with a high volume of regular and significant change to legislative settings and operational practice, policy and procedure.
They will work in a collaborative partnership with other managers in the Branch to ensure that the Branch’s work programme is well prioritised, sequenced, planned and connected to broader MBIE business plans and the overarching MBIE strategy.
The Manager is responsible for leading and managing a team with responsibility for:
- Oversight and personal leadership of programme and project management to ensure all the Branch’s work is connected to deliver on outcomes, with interdependencies, risks and resourcing implications identified and managed.
- Lifting the programme and project management capability and practice of the Branch.
- Supporting the Leadership team in the development of Branch business planning, prioritisation of the Branch work programme, and financial management.
- Managing all Branch business support, including co-ordination of Ministerial correspondence and corporate, statutory, Ministerial and parliamentary reporting, and administrative support (such as branch travel and PA support) so it is delivered in time and to quality standards, with issues identified, and a continuous improvement approach to lift performance.
- Leading the development and delivery of Governance and Quality Management functions for the branch, including ISO processes where relevant.
- Managing commissioning of requests from Ministerial offices and ensuring planned, timely delivery of Ministerial items across the branch such as weekly reports and proactive releases, meeting Ministry policy and procedure requirements.
- Maintaining regulatory system, corporate and branch level risk registers and supporting risk leads to meet any obligations identified in those.
- Working collaboratively with the wider Resource Markets leadership team to shape and drive the branch’s approach to being good regulatory stewards, monitoring system risk and the performance of regulatory functions.
- Engaging and influencing with external and internal stakeholders, including other regulators, policy agencies, Ministerial offices, industry, communities, iwi and hapu, and wider stakeholders, to support successful development and delivery of programmes and projects, and relevant business management activities.

Personal specifications
- A track record in a recent technical leadership role in core delivery areas of business management services and programme management.
- Proven success in leading and managing a team of engaged professionals, to motivate them to do their best to help the organisation achieve its objectives and build their capability and supportive team culture.
- Experience in implementing quality management processes and strategies designed to improve productivity, lift efficiency, and deliver excellent service to customers.
- Excellent understanding of risk management and project management concepts and techniques and the ability to instil these in others.
- Demonstrated understanding of government processes, including decision-making and operating procedures, public sector performance measures and accountability frameworks, and reporting requirements.
- Knowledge of public sector requirements and processes relating to financial and budgetary requirements, legislation and regulatory change.
- Manoeuvring comfortably through a highly complex and politically sensitive environment, including identifying issues and risks affecting outcomes, evidence-based decision making and developing logical, practical and well-balanced advice.
- Excellent relationship management and communication skills, able to engage successfully and credibly at multiple organisational levels and form strong, collaborative relationships and influence peers effectively.
- Being part of a leadership team responsible for governance, making strategic trade-offs and managing a large cross-organisational work programme and multiple projects in the context of delivering people-centred culture change and capability shift.
- Ability to quickly assimilate new information or areas of work analyse issues and undertake continuous improvement activity.
- Diligence and attention to detail.
- Must be eligible to legally work in New Zealand.

- A tertiary qualification in a relevant discipline.

Critical areas of success
- Leading and managing a team to ensure consistent, timely and efficient programme management, governance, ministerial servicing, quality & risk management and business support functions are delivered.
- Leading programme and project management across the branch, in conjunction with the leadership team, with accountability for leading identified priority business critical projects and programmes.
- Establishing consistent performance monitoring systems, practices and processes to monitor and report on branch progress and seeks to continuously improve these, ensuring they are aligned to MBIE policies.
- Leading branch business planning, considering both strategic and operational needs against objectives and priorities.
- Maintaining connections with the office of the Deputy Secretary and works collaboratively with them to ensure that the branch is meeting all expectations set by MBIE.
- Advising on the development and application of appropriate Quality Management practices, reviewing performance against those, and revising practices as required.
- Building continuous review and improvement practices throughout all Branch planning, performance and delivery.
- Effectively and consistently identifying, managing and reporting on risk.
- Ensuring the branch leadership team meet their governance, monitoring and reporting obligations including those of BRM and MBIE.
- Providing leadership for the branch relationship with Ministers’ offices including ensuring timely delivery of responses, weekly reports, and proactive releases.
- Ensuring the delivery of an efficient and effective Branch business services function, including the coordination of Ministerial correspondence and efficient delivery of branch administrative support.
- Maintaining and seeking to continuously improve branch processes.
- Keeping the Leadership Team and branch team members informed of upcoming obligations.
- Managing multiple pieces of work concurrently and actively and independently plans and manages workload.
- Developing strategies, work programmes, and performance targets for the team, with supporting measurement, monitoring and reporting mechanisms.
- Managing expenditure and resources in line with approved guidelines, budget, deadlines and reporting requirements, with a focus on driving cost effectiveness in the Ministry.

- Leading the team, understanding and utilising the capability of team members to deliver high quality outputs.
- Establishing clear accountabilities, expectations and performance standards for direct reports, and ensures regular performance feedback and development occurs.
