Tēnei tūranga – About the role

The Advisor, Compliance and Assurance is responsible for:

  • Contributing to MBIE’s role in monitoring the performance of Territorial Authorities (TAs) and Building Consent Authorities (BCAs), through technical reviews of building control functions.
  • Engagement with and education of councils to assist them in understanding and comply with their responsibilities under the Building Act.
  • Contributing to MBIE’s wider regulatory stewardship role in the building sector in New Zealand.

Personal specifications

  • Comprehensive knowledge of the Building Act and other relevant legislation.
  • Ability to understand, use and explain the building regulatory framework.
  • Ability to provide specialist advice from within the building sector.
  • Ability to quickly establish and build strong working relationships.
  • Excellent communication skills- able to share knowledge clearly.
  • Good project management skills.
  • Proven ability to develop trust and credibility with managers and staff.
  • Understanding of MBIE and where the team fits in delivering outcomes for the Ministry.
  • Tertiary qualification in relevant discipline such as building related, law or commerce or comparable relevant experience.
  • Must have the legal right to live and work in New Zealand.

Takohanga tuhinga o mua – Key accountabilities and deliverables

Critical areas of success

  • Participates in technical performance and specialist reviews of TAs and BCAs throughout New Zealand as required.
  • Assists with the coordination of inputs from internal and external resources for assigned reviews.
  • Assists with drafting reports on monitoring feedback and recommendations for improvements for TA and Regional Authorities (RA) performance reviews.
  • Regularly reports on the results of BCA, TA and RA performance reviews and identifies systemic issues which require additional focus by MBIE, including potential policy or regulatory responses.
  • Provides appropriate and timely advice on a range of building consent and control issues to the Manager, Compliance and Assurance and others within MBIE as appropriate.
  • Provides technical and general support and advice to other Ministerial or Department groups, TAs, RAs, and other industry stakeholders on matters relating to the Building Act 2004.

  • Ensures own and others safety at all times.
  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
  • Reports all incidents/accidents, including near misses in a timely fashion.
  • Is involved in health and safety through participation and consultation.
