This paper a) reported back on a review of Part 4A of the Immigration Act 1987 as directed by the Cabinet Business Committee, b) compared the classified information system for the new immigration legislation agreed by CBC and Cabinet with Part 4A of the 1987 Act, and c) proposed that Part 4A be repealed along with the 1987 Act on enactment of new immigration legislation.

In addition to the Convention Relating to the Status of Refugees (the Refugee Convention), the Bill sought to codify New Zealand?s non-return obligations under the Convention Against Torture (the CAT), and the International Covenant on Civil and Political Rights (the ICCPR).

It also addressed the "reasonable excuse" defence for the offence of producing or supplying false or misleading information or documents, and the role of the Human Rights Commission in the immigration system.
