Regional Hydrogen Transition

The Regional Hydrogen Transition programme will support early consumers of green hydrogen in New Zealand by bridging the price gap between green hydrogen and fossil fuel alternatives.

Hydrogen has the potential to play an important role in the transition to a low emissions economy. The just transition regions of Southland and Taranaki will benefit from greater economic, social and environmental resilience through the Regional Hydrogen Transition.

The Regional Hydrogen Transition was developed jointly with Southland’s regional leaders and iwi in response to the planned closure of the New Zealand Aluminium Smelter. It reflects the clean energy workstream of the Southland just transition work plan and will have a strong focus on benefiting just transition regions.

The Regional Hydrogen Transition will be delivered through a green hydrogen consumption rebate for selected early adopters of green hydrogen. The programme aims to:

  • build capability and supply chains to support the green hydrogen sector’s growth
  • support regional and national energy transitions
  • decarbonise hard-to-abate sectors
  • deliver social and economic benefits to iwi and communities in just transition regions.

Alongside these regional goals, the initiative has been designed to support delivery of the Interim Hydrogen Roadmap by supporting the early emergence of a green hydrogen sector. The Interim Hydrogen Roadmap is currently open for consultation.

We launched a technical design paper in July 2023 about how the rebate will work. The draft technical design paper outlines the proposed design of the programme, expectations of participants, eligibility requirements and other elements of the process.

Feedback has closed and the programme design is now being finalised.

In early 2024 we expect to run a competitive process to select participants for the Regional Hydrogen Transition.
