Consultation on improving options for youth at risk of limited employment

MBIE, along with the Ministry of Education and Ministry of Social Development are consulting on a proposed joint Long-Term Insights Briefing on youth at risk of limited employment.

Long-Term Insights Briefings are a new requirement for agencies under the Public Service Act 2020. The purpose of the Briefings are to provide publicly available research, evidence and insights into important issues facing New Zealand, look at medium to long-term trends, risks and opportunities and provide high-level policy recommendations to government. The Briefings are not Government policy, but they will be a useful resource to help inform future policy choices.

Youth at risk of limited employment are a group of 16 to 24-year olds who move between low-paid short-term jobs, unsteady unemployment and/or low-level tertiary education. They can be missed when counting young people not in employment, education or training (NEET) given they have some participation in work or training, but are similarly at a higher risk of being in limited employment throughout their working lives.

We want to better understand the drivers that put youth at risk of limited employment, and how government can support this group through interventions and solutions that lead to better outcomes over the long-term. We know already that the labour market, the education system and the social welfare system have a strong bearing on outcomes young people and throughout their lives, and can be utilised to drive improvements.

Your input will help ensure we understand the challenges, priorities and options for this group as we develop the Long-Term Insights Briefing. The final Briefing will be a resource with information, analysis and policy options to help government and communities respond more effectively for youth at risk of limited employment.

Next steps

We will formally seek feedback at two stages as we develop the Briefing.

During July 2021, we will use this consultation to seek feedback on the subject, scope and focus of the Long-Term Insights Briefing. This will help to direct our focus as we develop a draft Briefing.

In early 2022, we will seek feedback on the draft Briefing from the public.

The final Long-Term Insights Briefing will be presented to the House of Representatives by 30 June 2022.
