Implementation of the National Policy Statement on Urban Development Capacity

Since December 2016, local authorities in urban areas have been working towards meeting the requirements of the NPS-UDC. From 1 June 2017 local authorities in medium and high-growth urban areas were required to begin monitoring market indicators every quarter.

Local authorities need to prepare housing and business development assessments at least every three years. The first assessments for the high growth urban areas of Auckland, Hamilton, Tauranga, Christchurch and Queenstown are due by 31 December 2017. Assessments for Whangarei and New Plymouth must be prepared by 30 June 2018. Medium growth urban areas must prepare assessments by 31 December 2018.

By 31 December 2018, high growth urban areas must also set minimum development capacity targets for housing in their Regional Policy Statements and District Plans, and prepare 30-year future development strategies.
